Ukraine officially joined the NATO Support and Procurement Agencyâs (NSPA) Security Cooperation Support Partnership (SCSP) in October 2026. With this step, Ukraine became the first and only non-NATO country to enter into such a dedicated partnership framework with the agency. The arrangement grants Ukrainian defence enterprises access to NATO procurement tenders, maintenance networks, and technical supply chains. However, this partnership provides functional defence supply integration without extending full NATO membership, institutional voting rights, or collective defence protection guarantees under Article 5.
